Who We Are
The Gaming Regulators Africa Forum (GRAF) is a continental forum established to promote cooperation, knowledge exchange and stronger gaming regulation across Africa.
GRAF brings together regulatory authorities from African jurisdictions and provides a structured platform through which members can exchange views and information, discuss gaming policy and regulatory matters, and learn from the experiences of other jurisdictions.
The Forum recognises that gaming markets increasingly extend beyond national boundaries and that many regulatory challenges are shared. Cooperation between regulators is therefore central to building effective, responsive and sustainable regulatory frameworks across the continent.
GRAF’s formal objectives include creating a forum for African gaming regulators to meet and exchange information, strengthening gaming regulation across member states, promoting consistency and harmonisation, supporting education and research, and participating in international regulatory cooperation.
Our Purpose
GRAF exists to strengthen gaming regulation in Africa through cooperation, dialogue, harmonisation, knowledge-sharing and capacity development.
The Forum seeks to create an environment in which African regulators can work together to address common regulatory challenges, identify emerging risks and opportunities, share regulatory practices and contribute to the development of effective regulatory approaches.
GRAF also supports international regulatory cooperation and Africa’s meaningful participation in global discussions concerning gaming regulation.

Our Mission
To provide a trusted platform for African gaming regulators to collaborate, exchange knowledge, strengthen regulatory capacity and advance regulatory excellence through African-led dialogue and cooperation.
Our Objectives
GRAF seeks to:
- Provide a forum for gaming regulators across Africa to meet, exchange information and engage on policy and regulatory matters;
- Strengthen cooperation among African gaming regulatory authorities;
- Foster education, research and regulatory capacity development;
- Encourage the exchange of regulatory knowledge, experience and good practice;
- Support cooperation with international and regional organisations that share similar regulatory objectives
- Strengthen Africa’s participation and voice in international gaming regulatory matters.
These objectives are reflected in GRAF’s governing framework.
Governance
GRAF is governed through its membership, its Annual General Meeting and its Board of Trustees.
The Annual General Meeting (AGM) is the Forum’s principal decision-making platform. Through the AGM, member jurisdictions consider matters including governance, annual reports, financial matters, the work programme, policy matters and the future direction of the Forum.
The Board of Trustees is responsible for the general management and oversight of the Forum’s affairs between meetings of the membership. Its responsibilities include managing GRAF’s affairs and resources, considering membership matters, establishing committees and supporting the implementation of GRAF’s objectives.
GRAF’s office bearers include the President, Vice-President and Treasurer, supported by the Secretariat.
